Abstract:

This guide offers information and guidance for HandsOn Action Centers and their local partners to make their communities better prepared for emergencies and for the convergence of spontaneous volunteers. The guide is organized around eight major themes: Disaster 101, Assessing Readiness, Developing Partnerships, Getting Started, Building an Operations Plan, Planning for Continuity of Operations, Enhancing Capacity, and When Disaster Strikes. Most chapters lay out a specific objective, some background information, and a set of tasks needed to accomplish that objective, and every chapter closes with one or more "tips, tools and best practices"—a variety of resources gathered from the field, with references to attached documents and links to websites. There are also lessons learned from major disasters of the past decade, a sample Quick Start Guide for those faced with a disaster that is imminent or already in progress, and new topics and questions in the tool for assessing HandsOn Action Center readiness.
