Economic Opportunity Focus Area: Instrument Packets for Pilot Year 2

The Opportunity Focus Area refers to unmet needs relating to Opportunity for economically disadvantaged individuals within communities including financial literacy, housing assistance, job training, and nutritional assistance. For those AmeriCorps programs whose mission is to address needs of AmeriCorps members, this focus area also includes measures relating to creating greater opportunity for AmeriCorps members.

There are 10 packets in the Opportunity Focus Area. Each packet consists of one or more national performance measures and includes:

  • Description of the national performance measure(s) covered by the packet
  • Definitions of key terms
  • Considerations for measuring the national performance measure(s)
  • Data collection challenges and strategies
  • Data collection instrument(s)
  • Instructions for using the instrument(s)

Six of the packets include an aligned output and outcome. If you choose to measure an output described in one of these packets, you will also be required to measure the outcome. Four packets describe national output measures only; for these outputs, you will be required to identify and measure an outcome that aligns with the output and supports your service activity.

Opportunity Output O1 and Outcome O9 (PDF)
O1. Number of economically disadvantaged individuals receiving financial literacy services

Opportunity Output O2 (PDF)
O2. Number of economically disadvantaged individuals receiving job training and other skill development services

Opportunity Output O3 and Outcome O10 (PDF)

Opportunity Output O4 (PDF)
O4. Number of housing units developed, repaired, or otherwise made available for low-income individuals, families or people with disabilities

O5. Number of economically disadvantaged individuals, including homeless individuals, receiving housing placement services
O11. Number of economically disadvantaged individuals, including homeless individuals, transitioned into safe, healthy, affordable housing

Opportunity Output O6 (PDF)
O6. Number of individuals receiving emergency food from food banks, food pantries, or other nonprofit organizations

Opportunity Output O7 (PDF)
O7. Number of individuals receiving support, services, education and/or referrals to alleviate long-term hunger

This packet is now listed in the Healthy Futures Focus Areas as H8. Number of homebound or older adults and individuals with disabilities receiving food, transportation, or other services that allow them to live independently

Opportunity Output O12 and Outcome O15 (PDF)
O12. Number of economically disadvantaged AmeriCorps members who are unemployed prior to their term of service
O15. Number of economically disadvantaged AmeriCorps members that secure employment during their term of service or within one year after finishing AmeriCorps

Opportunity Output O13 and Outcome O16 (PDF)
O13. Number of economically disadvantaged AmeriCorps members who have not obtained their high school diploma or equivalent prior to the start of their term of service
O16. Number of members that obtain a GED/diploma while serving in AmeriCorps or within one year after finishing AmeriCorps

Opportunity Output O14 and Outcome O17 (PDF)
O14. Number of AmeriCorps members who have their high school diploma or equivalent but have not completed a college degree prior to their term of service
O17. Number of members that complete a college course within one year after finishing AmeriCorps.
