Since its inception, the Harvard Kennedy School Government Performance Lab (HKS GPL) has been actively involved in the feasibility and transaction structuring of 26 PFS projects.  The HKS GPL’s mission is to accelerate the pace of progress on tough social challenges by improving the way that governments procure and deliver social services.
 
The HKS GPL will provide PFS Transaction Structuring support services to between 3-5 Service Recipients.  The HKS GPL’s technical assistance will focus on helping governments develop the systems that match the right individuals with the right services, actively manage outcomes-based contracts for continuous performance improvement, and generate learning that can inform better budget decisions. This technical assistance may include identifying or refining outcomes, creating payment schedules based on those outcomes, creating financial models, helping the government identify sources of funding for outcomes payments, identifying cost savings and other public value, designing or confirming a rigorous evaluation methodology, drafting terms and conditions of contracts, procurement, or other agreements, helping with pilots or project ramp up, and assisting with the first few months of service delivery to ensure successful launch.
