May 8 Key Points:

Disaster Training for State Commissions, June 4-7, 2018

  • Registration for the Disaster Training will close on May 22; click this link to access the latest training information and registration.

2018 AmeriCorps State and National Symposium 

  • Hilton Crystal City, Arlington, VA on September 11 – 14, 2018. September 11 will be a pre-conference, and the formal Symposium will begin at 2:00 PM on September 12. The Symposium will close at 1:00 PM on September 14.
  • Registration will open in early June; invitation letters are attached, and these will be posted on the event site when registration opens.

New Policies for the 2018-19 Program Year

AmeriCorps Position Descriptions

  • All AmeriCorps Position Descriptions will be required to be listed in the My AmeriCorps Portal for the 2018-19 program year. This means you or your subgrantees will need to list member position descriptions as Service Opportunities by creating a Service Opportunity Listing in the portal. Additional guidance will be sent in the near future.

 Pre-Enrollment

  • All AmeriCorps members for the 2018-19 program year will need to be pre-enrolled in the My AmeriCorps Portal prior to starting service. No longer allow 30 days to enroll. This will ensure three things: 1) that all AmeriCorps members have verified citizenship status from the Social Security Administration or have been manually verified by the Hotline if their citizenship status is not verified by SSA; 2) all AmeriCorps members have had compliant NSOPW checks run and verified by a program staff member; and 3) all AmeriCorps members have had the other required criminal history checks initiated and attested to by a program staff member BEFORE they begin service

Fixed Price Grants

  • The cost per MSY for cost reimbursement and fixed price grants will be the same dollar amount. We will also be shifting from not allowing State Service Commissions to take any administrative fees from fixed price subgrants to allowing them to take up to 2% of grant dollars in administrative fees. 
  • The NOFO goes thru an extensive review and approval process both inside of CNCS as well as with other interested parties outside of CNCS. Thus we are stating our two intended changes in the next NOFO, and we are hopeful that they will be a part of the final 2019 NOFO that is ultimately published.

Federal Funding Rescission

  • The President has submitted a rescission request to Congress related to prior year funding. This is not a rescission to the omnibus bill that was recently signed into law.
  • The package requests that $150 million in funds from the National Service Trust be returned to the U.S. Treasury. This amount represents an overage that grew over a period of nearly 15 years due in large part to the agency’s use of conservative accounting measures. The President’s rescission request for the National Service Trust will not have an impact on AmeriCorps members’ ability to access their education award.

FY18 Grant Review Process

  • Currently there is a waitlist for 2018 grants; decisions will be made on funding waitlisted applicants after all unexpended funds reports are received and verified.

Unexpended Funds Reports

  • The Office of Grants Management provided a brief training on the unexpended funds reporting process on April 18. The presenter slides were distributed following the call and in the TTA update on May, and they are attached here as well. This guidance incorporates the questions asked during and after the call. If your questions about the unexpended funds process are not addressed in this guidance, please contact your CNCS Grants Officer and cc your CNCS Program Officer.
  • The commission Formula unexpended funds reports are due with the Formula prime application this summer.

Congressional Site Visits

  • The Office of Government Relations is currently working on potential site visits for members of Congress during their August recess; please let CNCS know if you have identified any opportunities at Governmentrelations@cns.gov.
