July 10 Key Points:

CNCS Transformation & Sustainability Plan

Commission Investment Funds Continuation Grants

  • CNCS will issue guidance this week; grants will be due in late July and have a grant period that ends on January 31, 2019.

Member Enrollment Process and Requirements in the Portal

  • July 2 Launch of Portal Updates on the Member Enrollment Form and Policy
  • Observations/Lessons Learned So Far:
    • If you have members who started service before July 2 but weren’t enrolled in the system before that date:
    • Go ahead and enroll members with current date or in the 5-day window.
    • Contact your CNCS Program Officer, who will send you a secure file to provide 4 pieces of documentation:

1. Document to prove when the member started, such a Member Contract or Service Agreement;
2. Copy of first time sheet or activity log that demonstrates when member started service;
3. Results of the adjudicated NSOPW check; and
4. Documentation that demonstrates that the State and FBI checks were initiated; must include the date in which they were started.

  • In some cases, we’ve found that some State CHCs were non-compliant; either from the wrong repository or limited to specific county; CNCS cannot make modifications
  • We’ve found that checks were initiated after members start date; CNCS will not make modifications
  • Programs may have to change the timing and sequence of their enrollment process to meet the requirementsSSN and citizenship status must be Verified or Manually Verified before you can enroll a member
  • Start date that you enter (based on contract) must be after the SSN and citizenship were verified as well as on or after the date of the NSOPW/FBI check boxes were completed in the Portal
  • Programs can complete the check boxes at different times
