Commission Investment Fund Call Follow-Up

Below you will find follow-up information for the first 2018 Commission Investment Fund (CIF) call, held on April 18, as well as dates for the remaining calls planned for this year. Future call details, agendas, and prep materials will be distributed the week before each call.

1. April 18 Replay: The call replay is available until May 30. You can access it at 800-947-6256.

2. April 18 Speaker Resources: During the CIF call, Kimberly Rusnak and Katy Hussey-Sloniker noted two resources they use to manage Social Innovation Fund grantees. They are the Portfolio Evaluation Strategy and the SIF Evaluation plan. Here are the descriptions of the resources:

  • The Portfolio Evaluation Strategy (PES) is a broad overview of how a grantee plans to evaluate the impact of the intervention. A grantee submits it to CNCS after about four months. In the PES, grantees present the evaluation design and approach they will be implementing, the level of evidence they are targeting, how they will provide technical assistance to their subgrantees and their strategy for allocating both financial and oversight resources for the evaluation. 
  • The SIF Evaluation Plan (SEP) details the program model being evaluated and describes and justifies the evaluation approach. Typically, CNCS would have the external evaluation contractor review at least two versions of the SEP before it was approved. After the first draft feedback would be sent to the grantee and then if additional training or technical assistance was needed to improve the SEP, that would be provided. Developing the SEP helps programs and evaluators think through the issues involved in carrying out the evaluation. It creates a shared understanding between CNCS, the grantee, the subgrantees, and the evaluator regarding the evaluation to be conducted.

  • Tuesday, December 18, 3:00 – 4:00 pm Eastern

5. Purpose of the CIF Calls: In general, these calls are meant to provide resources and facilitate discussion of best practices related to TTA activities funded by the Commission Investment Fund. With the expertise and input of the CNCS Office of Research and Evaluation, the calls also draw on CNCS research and lessons learned in the supporting grantees’ performance measurement and evaluation activities.
