2017 Formula Guidance

As you know, on December 10, 2016 Congress passed a Continuing Resolution (CR) for the Fiscal Year (FY) 2017 federal budget cycle to continue funding for federal programs and services until April 28, 2017. Until Congress makes a determination regarding appropriations and funding availability beyond the period of the CR, CNCS is not able to release formula allocations.  Attached please find the 2017 Formula Guidance; however, please note that the process may be subject to change based on appropriation and the timing of Congressional budget determinations.

Deadline: June 26, 5pm Eastern.

We are aware that the notification date for the 2017 AmeriCorps State and National Grants – Targeted Priority Notice of Funding Opportunity (Healthy Futures and Safer Communities) is scheduled to occur after the formula deadline. Commissions applying to this Targeted Priority NOFO who are interested in moving unsuccessful subapplicants into their formula application have the following options:

  1. Request funding for Targeted Priority subapplicants as part of the Formula Supplemental process.
  2. Include Targeted Priority subapplicants in the formula application submitted to CNCS. Should these applicants be successful in the Targeted Priority competition, the Commission can amend its formula package to include other subgrantees. Commissions should follow their own state’s procurement rules and regulations.
  3. If the above options are not possible and the Commission believes it cannot meet the existing formula deadline because of pending Targeted Priority subapplicants, please discuss your circumstances with your Program Officer. In these cases, CNCS may consider an extended formula deadline to July 17. Commissions requesting extended deadlines cannot expect a start date prior to August 1 for the prime or any subapplicants. In general, CNCS awards formula grants within 30 calendar days of submission if the submitted formula application is correct and compliant, reporting is up-to-date, and the state is free from compliance concerns.
