FY 2017 Volunteer Generation Fund

Executive Summary

High performing nonprofit organizations that successfully leverage volunteers and their skills to achieve their mission are known as Service Enterprise ('SE') organizations. These organizations fundamentally change how they engage volunteers and integrate them into their strategic plans and organizational infrastructure, allowing organizations to cut costs and increase efficiency and effectiveness in providing services to fulfill their missions. Organizations receive SE training and coaching from Service Enterprise Hubs ('Hubs'), which are so designated by the Points of Light Foundation. In Virginia, fewer than 50 organizations have completed the SE training, out of thousands of organizations that are eligible to participate. This means that the Commonwealth can do much better to develop, harness, and maximize the power of service and volunteerism by improving organizations' ability to work with volunteers.

For the 2017 ' 18 VGF program year, the Virginia Service Commission proposes launching the Virginia Service Enterprise Initiative ('VSEI') by contracting with the Council on Community Services / HandsOn Blue Ridge to act as an intermediary with the other two certified Virginia Hubs ' HandsOn Greater Richmond and VOLUNTEER Hampton Roads ' to manage a statewide, coordinated effort to move organizations through the SE training and certification process. The Outcome for Year 1: 21 additional organizations in the Commonwealth will have the capacity to recruit, retain, and maximize impact of volunteers who are meeting compelling needs in their communities.

The VSEI integrates with and complements the Virginia State Service Plan and aligns with the mission of SE to build the capacity of organizations to strategically utilize volunteer service of all skill levels throughout their operations. In addition, the VSEI incorporates the three CNCS funding priorities for the Volunteer Generation Fund.
