FY 2017 RSVP Expansion Competition

Executive Summary

RSVP Sponsor Agraj Seva Kendra (ASK) is a national 501(c) (3) tax exempt non- profit of senior citizens established in 2006. We have formed a consortium with Global Ashram Business League (GABL), also a 501 (c) (3) tax exempt non-profit organization in Holliston, MA to implement the service project 'Wellness Within Reach RSVP' to deal with Opioid Abuse. Middlesex County is the largest county in Massachusetts with 54 towns and cities comprising over one quarter of the population of Massachusetts. Opioid deaths and overdoses in South West Middlesex County have skyrocketed in recent years demonstrate that the current practices are not working as effectively as needed. To effectively address the deadly opioid addiction epidemic plaguing the Commonwealth, Gov. Charlie Baker signed the bill titled 'An Act relative to substance use, treatment, education and prevention' on March 14, 2016, focusing on Prevention, Intervention, Treatment and Recovery Support. Recently, President Donald Trump launched a commission to combat Opioid Overdose crisis, chaired by New Jersey Gov. Chris Christie and Gov. Charlie Backer, who has made fighting opiate addiction as an important signature issue, is also expected to serve on the new Commission.

To provide much needed recovery support, we propose to form 'Wellness Within Reach RSVP' groups in the following towns of the South West Middlesex County, namely: Sudbury, Maynard, Stow, Hudson, Marlborough, Wayland, Weston, Newton, Sherborn, Ashland, Framingham, Natick, Holliston and Hopkinton. These towns come under the valid geographical service area for this grant application. ASK in collaboration with GABL with the 'Wellness Within Reach RSVP' advisory council (under formation) will raise awareness and expand community outreach on Opioid Abuse and Overdoses in the towns listed above. An estimated ninety unduplicated RSVP volunteers will serve in this project. A total number eighty five (85) RSVP volunteers will be placed in fourteen towns of the South West Middlesex County.. The Recovery Support Framework will include: 1) Assessment of Opioid overdoses, 2) organizing resources needed for the implementation of support strategies, and 3) monitoring and evaluation results.

Overall focus area of this project is to provide educational support on the importance of life skills, eliminate substance use disorders by delivering educational sessions, training, and facilitating the practice and acquisition of life skills including stress management, relaxation, communication and assertiveness, and refusal skills. At the end of the First Year period, we expect to accomplish an increased measure of targeted outcomes. Over the three-year grant period, staff will utilize agency volunteers, stations and advisory assessments and surveys to assure that National Performance Measure outputs and outcome targets are being reached.
