Executive Summary

The Washington Reading Corps (WRC) proposes to have 225 full-time AmeriCorps members who will provide (a) evidence-based literacy skills-building activities for low-income and English Language Learner (ELL) children from age 3 to 5 and (b) evidence-based reading tutoring for low-income and ELL students from kindergarten through 4th grade at least three times weekly for at least 15 to 20 minutes in intensive one-on-one and/or small-group sessions in approximately 112 high-needs early learning centers and elementary schools throughout Washington State.

At the end of the first program year, the AmeriCorps members will be responsible for supporting K through 4th-grade students in meeting curriculum-based reading benchmarks or making at least 11 months' reading proficiency growth by program completion (53% of the 3,600 students WRC anticipates will complete the program). In addition, the AmeriCorps members will leverage an additional 2,000 community volunteers to provide literacy activities and reading tutoring to children and students based on their assessed needs. The program will focus on the CNCS focus area of Education. The CNCS investment of $2,790,000 will be matched by $1,775,000 in state and local funds ($950,000 provided by the Washington State Legislature through the Office of Superintendent of Public Instruction, and $825,000 in local funding) and an additional $120,000 in private funding.
