Executive Summary

The Wisconsin Department of Public Instruction's (WDPI) Play & Read program proposes to have 24 AmeriCorps members (16 full-time, 8 half-time) who will a) conduct weekly playgroups at the library to facilitate literacy skill development; b) visit each participant's home twice per session to engage children and parents in literacy promoting activities; c) coordinate family literacy programs; and, d) offer support for new and existing public library early literacy efforts in ten libraries drawn from Southern and Western Wisconsin (Adams, Columbia, Grant, Green, Jefferson, Kenosha, La Crosse, Monroe, Portage, Racine, Richland, Rock, Sauk, Walworth, Washington, and Wood Counties). Play & Read's goal is to provide play-based literacy development activities to a total of 200 children and their families, and to provide outreach on behalf of the library to communities. AmeriCorps members will be responsible for supporting growth in early literacy skills among Play & Read completers as measured by the Peabody Picture Vocabulary Test and portions of the Observation Survey of Early Literacy Achievement, and growing interest and enthusiasm about reading, books, and literacy promoting activities among family members of Play & Read completers as measured through family member surveys and brief oral interviews. In addition, the AmeriCorps members will leverage an additional 5 volunteers per site, or a total of 50 volunteers, who will be engaged in helping with literacy programs in the host site libraries. This program will focus on the CNCS focus area of Education. The CNCS investment of $269,981 will be matched with $162,434; $112,434 in public funding and $50,000 in private funding (host site match).
