Executive Summary

Volunteering is declining in the United States of America. According to Volunteering and Civic Life in America, the rate of volunteering in the U.S. declined from 28.8% in 2005 to 25.4% in 2013. The most common volunteer activities in the U.S. do not include environmental stewardship. According to U.S. Bureau of Labor Statistics, volunteering with environmental organizations is less than 3%. Environmental stewardship could be more popular among volunteers and volunteer activities.

Everybody Serve would be a network of 10 city-based online volunteer hubs designed to connect people of goodwill to great causes in their community. For example, Serve Concord would be a volunteer hub for Concord, Massachusetts, while Serve Newark would be a volunteer hub for Newark, New Jersey. For the 2016 Martin Luther King Day of Service, Everybody Serve would encourage cities in the network to focus on Environmental Stewardship volunteer opportunities.

The program design combines a network of unique, city-based, online volunteer hubs; preferences for states with the lowest volunteer rates (below 25%); a primary focus on environmental stewardship; requirements to offer or otherwise support 2016 MLK Day of Service activities; and performance incentives for volunteer registrations, nonprofit registrations, and MLK Day of Service volunteer opportunity listings.

Everybody Serve would be a program Auroras Voice, a nonprofit incubator devoted to continuing the work of Mahatma Gandhi and Martin Luther King. Founded in 2007, Auroras Voice has conducted many experiments and achieved several accomplishments worth noting:

* Sow Share - a community gardening program connecting people to the earth

* Public forums - including one on the 50th anniversary of the March on Washington

* MLK Day of Service activities - including community garden work days, panel discussions, and partnerships with local nonprofits

* Serve Delray - an online volunteer hub prototype for Delray Beach, Florida
