Executive Summary

The Youth Policy Institute's Promise Neighborhood AmeriCorps program is proposing a revolutionary multistate partnership between two Promise Neighborhoods serving Los Angeles, CA and San Antonio, TX. Promise Neighborhoods is President Obama's signature education and poverty initiative to transform schools and communities into vibrant centers of excellence and opportunity. The Youth Policy Institute (YPI) is the lead agency for this AmeriCorps application and for the LA Promise Neighborhood that has been awarded $30 million by the U.S. Department of Education. In December 2012, U.S. Secretary of Education Arne Duncan announced that YPI and Los Angeles had received one of only seven Promise Neighborhoods implementation grants. San Antonio was one of only five awarded the five-year implementation grant in 2011, and LA and San Antonio are now two of the largest cities to have federal Promise Neighborhoods. Led by a partnership between Los Angeles Mayor Antonio Villaraigosa and San Antonio Mayor Julian Castro, this AmeriCorps project is a Tier I education program that targets six public schools using 50 trained AmeriCorps members to serve 2,500 students with at least 30 hours of intensive school-based tutoring in English Language Arts and Math each year. Over 50% of schools (San Fernando High School, Sylmar HS, Sun Valley Middle School, and Wheatley MS) are School Improvement Grants (SIG) schools. Both Promise Neighborhoods are implementing a cradle-to-career continuum of support that is perfectly aligned with AmeriCorps.
