Executive Summary

The YMCA of Delaware conceived, developed and implemented the AmeriCorps Emergency Services Corps (AmeriCorps ESC) Program and has been its sponsor since its 2005 inception. The AmeriCorps ESC program's focus areas are disaster services, with emphasis on the number of individuals receiving CNCS supported services in disaster preparedness services through recruitment of volunteer firefighters and educating the public on emergency preparedness strategies. To put this effort in context, other than the City of Wilmington, the State of Delaware is manned entirely by volunteer fire companies. Today, many of those volunteers are moving to new communities or even out of State. Others have a different concept of volunteerism. As a result, volunteer fire companies struggle to keep their staffs intact and trained to respond to the emergency needs of Delaware residents. This presents a huge risk as Fire Company volunteers age, membership decreases and companies lack effective ways of recruiting new members. From a cost benefit perspective, per the 2012 Volunteer Fire Service Annual Report, it would cost Delaware, $323,797,439 to replace its Volunteer Fire Service with an employed statewide fire service. To highlight the importance of our program, in New Castle County, the largest of Delaware's three counties, the 2011 AmeriCorps ESC program participants represented an estimated $1.3 million in service hours and $5,148,914 since 2005.
