Executive Summary

On behalf of the New York regional chapters of the American Red Cross, the American Red Cross of Northeastern New York will support and administer an AmeriCorps Disaster Resiliency Corps across the state. With a primary goal of increasing individual and community disaster resiliency, Corps members will educate individuals and groups in communities across New York State on the importance of preparedness in disaster response and recovery efforts. Although the goal is to increase resiliency of all New Yorkers, members will especially focus on increasing the disaster resiliency of individuals living in poverty due to the link between poverty and disaster vulnerability. AmeriCorps members will also build disaster response capacity by engaging and recruiting community volunteers through Red Cross programs. Finally, AmeriCorps members will help the Red Cross with its own disaster response preparedness by helping develop supply, storage, distribution, shelter and other logistics planning for effective and rapid response. The program will begin in October 1, 2013 and continue through December 31, 2016. The Red Cross requests 34 AmeriCorps members to build disaster resiliency capacity in communities across New York State. At the end of the first year of the 3-year program period, 36,000 individuals will have received critical preparedness training and taken concrete actions to prepare for disasters; 700 volunteers will be recruited to provide community disaster preparedness and respond to disasters; and 500 individuals in need will benefit from improved Red Cross response planning. This project will focus on the CNCS focus areas of Disaster Services and Capacity Building. The CNCS investment of $395,373 will be matched with $222,693.
