Requests for Proposals - Pay for Success

The following intermediaries were announced as the inaugural cohort of the new Pay for Success program.  Each of the grantees will be launching their own open competitions in the coming months. Information about active Requests for Proposals (RFPs) is summarized in the table below.

Corporation for Supportive Housing
Issue Focus: Housing and homelessness for low-income and vulnerable populations
Geographic Focus: National
Eligible Entities: State and local governments, Nonprofit organizations

The Corporation for Supportive Housing will be selecting a total of 12 state and local governments and nonprofit organizations to build their capacity to pursue Pay for Success pilot projects that improve outcomes and reduce costs for high-cost populations, namely homeless individuals, youth and families and disabled residents of health care institutions who prefer to live in the community.

Green and Healthy Homes Initiative
Issue Focus: Low-income children with asthma
Geographic Focus: National
Eligible Entities: Payors = City and County governments; Providers = Nonprofit organizations

The Green and Healthy Homes Initiative will work with five cities or counties, in partnership with local healthcare organizations such as hospitals and integrated healthcare delivery networks, to construct feasibility studies for PFS projects in the field of childhood asthma prevention.  GHHI’s technical assistance aims specifically to reduce incidents of asthma among low-income children by focusing on prevention.

Harvard Kennedy School Government Performance Lab
Issue Focus: Multiple
Geographic Focus: National
Eligible Entities: State and local governments

The HKS GPL will be selecting a total of 10 state and local governments to receive on-the-ground Technical Assistance over three years, and will test a cohort-based model of Pay for Success.  A “Government Innovation Fellow” will be placed on the ground in selected Statehouses and City Halls.  Governments are encouraged to submit an application in any topic area ripe for a Pay for Success project.

Institute for Child Success
Issue Focus: Early Childhood Education
Geographic Focus: National
Eligible Entities: State and local governments

The Institute for Child Success (ICS) is providing Technical Assistance to 12 state and local governments in the field of early childhood education Pay for Success programs over a two year duration.  ICS will deliver this Technical Assistance to governments in partnership with the business organization ReadyNation and the Pritzker Children’s Initiative.

National Council on Crime and Delinquency
Issue Focus: Juvenile justice and child welfare
Geographic Focus: state and local jurisdictions with the highest rate of racial/ethnic disparity in the juvenile justice system
Eligible Entities: State and local governments, Nonprofit organizations

The National Council on Crime and Delinquency will provide Technical Assistance to three state or local governments or nonprofit organizations serving in locations with the highest rates of racial or ethnic disparity in the juvenile justice and child welfare systems.  NCCD will work to determine the feasibility of a Pay for Success to promote interventions addressing positive youth development in these locations.

Nonprofit Finance Fund
Issue Focus: Multiple
Geographic Focus: Multiple
Eligible Entities: Transaction Coordinators, applying in partnership with a state of local government agency
This RFP is now closed.

Nonprofit Finance Fund will be selecting 12 subgrantees to support the structuring and closing of at least eight high-quality Pay for Success transactions throughout the duration of the three-year SIF PFS grant period.  Eligible subgrant applicants include transaction coordinators applying in partnership with a state or local government agency or office, in which the PFS transaction is deal-ready.

Third Sector Capital Partners, Inc.
Issue Focus: Multiple
Geographic Focus: National
Eligible Entities: State and local governments, Nonprofit organizations

Third Sector Capital Partners, Inc. will be offering Technical Assistance grants to 10 state or local governments and nonprofit organizations over three years, in a variety of topic areas.  Third Sector’s partnership with the National League of Cities, National Governor’s Association and National Association of Counties, as well as Abt Associates and New Profit, will yield collaborations among selected subrecipients for impactful Pay for Success projects.

University of Utah Sorenson Impact Center
Issue Focus: Multiple
Geographic Focus: Intermountain West
Eligible Entities: Nonprofit organizations

Providers: This RFP is now closed.

The University of Utah Sorenson Impact Center will be selecting up to five nonprofit service providers in the Intermountain West region to assess feasibility of engaging in a Pay for Success project.  The Sorenson Impact Center will also offer nonprofit subrecipients staff capacity building and support for impact measurement and reporting and general governance.
