Executive Summary

LEAD INTERMEDIARY: Wisconsin Workforce Development Association (WWDA), 892 Main Street, Suite A, Pewaukee, WI 53072

PARTNER ORGANIZATIONS: Southeastern WI Workforce Development Board, Waukesha-Ozaukee-Washington Workforce Development, Inc., Fox Valley Workforce Development Board, Bay Area Workforce Development Board, North Central Wisconsin Workforce Development Board, Northwest Workforce Development Board, Workforce Resource, Inc., Workforce Connections, Inc., and South Central Workforce Development Board. The core competencies for all nine organizations: services are free to the public, and focus on job training and employment services.

PROGRAM SUMMARY: WWDA will assist local workforce development agencies to increase their program capacity by developing effective performance management systems, thereby increasing the ability to scientifically measure program outcomes, strategically focus resources to effectively engage job seekers in the labor market quickly, and position agencies to secure additional funding.

Key strategies: Hire a program coordinator; set base line for current data system; identify data collection elements & methodology; develop & implement a statewide uniform data collection system; analyze data and recommend strategic use of funding; develop resource network of experts; evaluate effectiveness of data for funders; develop reports for key stakeholders. WWDA resources will be leveraged in staff time and related costs. Partners will leverage staff time for planning and implementation activities.

GEOGRAPHIC AREA TO BE SERVED: The counties of Douglass, Price, Barron, Marinette, Marathon, Eau Claire, Wood, Outagamie, Brown, La Crosse, Monroe, Fond du Lac, Washington, Jefferson, Dane, Waukesha, Racine, and Kenosha in the state of Wisconsin.

NUMBER OF SMALL AND MIDSIZED NONPROFITS TO SERVE: Nine; specifically, 18 comprehensive One-Stop Job Center locations.
